Gary Clark

Vice President and General Counsel, Oklahoma State University

Mr. Clark is a graduate of Oklahoma State University (B.S., 1969; M.S., 1972) and the University of Texas (J.D., with honors, 1975). He is a member of Phi Kappa Phi, Phi Delta Phi and the Order of the Coif. He is a fellow of the American College of Trust and Estate Counsel. While in private practice in Tulsa, Mr. Clark was listed in The Best Lawyers in America (Trusts and Estates and Bankruptcy Law). He has served as a frequent presenter on continuing legal education topics. He served eight years on the Board of Regents for Oklahoma State University/A&M Colleges (Chair, 1997-98). After practicing law in Tulsa for almost 30 years, he became the Vice President and General Counsel of the Oklahoma State University Foundation in 2004. In March of 2008, he became Vice President of University Relations for Oklahoma State University.

  Dr. Stephen McKeever

Vice President for Research and Technology Transfer, Oklahoma State University

Dr. McKeever is a graduate of University College of North Wales, U.K. (B.S., Electronic Engineering with honors, 1972; M.S., Materials Science with distinction, 1973; and Ph.D., Materials Science, 1975). Dr. McKeever's research is in the field of radiation measurement using luminescence techniques and along with colleagues in the OSU physics department was instrumental in developing new patented technology for radiation measurement which has now become adopted commercially worldwide. Dr. McKeever joined OSU in 1983 and was appointed as the Vice President for Research and Technology Transfer in 2003.
   David Hedrick

Vice President/Manager for Analytical Solutions, C.H. Guernsey & Co.

Mr. Hedrick is a graduate of the University of Central Oklahoma (B.S., Mathematics, 1986) and Oklahoma City University (MBA, 1993). Mr. Hedrick joined C.H. Guernsey in 1981 as a project manager and rate analyst. He was
responsible for the development of revenue requirements, cost of service, accounting issues, rate design, and financial forecasts for electric, water, and wastewater utility systems. In 2008, he became the Vice President/Manager for Analytical Solutions and is responsible for the oversight of all studies, analysis and filings that are developed by the Analytical Solutions Group. He also represents clients before the appropriate regulatory authority and is responsible for the preparation of rate filings and other analytical studies.
   Michael Moore

President and Chief Executive Officer, C.H. Guernsey & Co.

Mr. Moore is a graduate of Georgia Tech University (B.S., Electric Engineering). He has more than 30 years of experience in the electric utility industry and specializes in the technical and economic evaluation of numerous areas related to power system planning and operation, including generation planning and procurement, transmission planning and contract negotiations. Mr. Moore has testified as an expert witness before several state regulatory commissions, the Federal Energy Regulatory Commission and various courts. He has been assisting several electric cooperatives in Georgia with their power supply activities for many years, and has negotiated multi-billion dollar power supply contracts for them.
He has served as the technical consultant for clients in connection with their evaluation and purchase of generation facilities and the associated issuance of debt to finance the purchase. He has also served as the technical consultant to Texas Electric Cooperatives during the Texas Legislature's consideration and eventual adoption of electric industry restructuring legislation.
   Gary McCune

President of Board of Trustees, Central Rural Electric Cooperative

Mr. McCune is a graduate of Oklahoma State University (B.S., Business, 1972). He is the owner and president of Camco Home Improvement, Inc., in Stillwater, Okla. Mr. McCune has served on CREC's Board of Trustees from 1990-1992 and from 2008 to present. He is the Stillwater Home Builders Association President, founder of the Stillwater Home and Garden Show and is on the Stillwater Home Builders Association Board of Directors. He has been awarded the Life Spike Achievement Award and Oklahoma Remodeler of the Year in 2004. He is active in the Stillwater Sirloin Club, Stillwater Chamber of Commerce, Payne County Economic Development member and was a State Senate District 21 candidate in 1988 and 1992.
  Dr. Len Tontz

Dr. Tontz is a graduate of the University of Central Oklahoma (B.S., Biology, 1965), Oklahoma State University (M.S., Science Education, 1973; Ph.D., Education Administration, 1976) and Command and General Staff College, U.S. Army (1993). Dr. Tontz served as a Commissioned Officer in the U.S. Marine Corps from 1965-1968, a Combat Engineer Officer in Vietnam (1966-1967), Battery Commander/Staff Officer in the Oklahoma Army and in the National Guard from 1988-1992. Dr. Tontz retired from military service in 2003 with 23 years of service. Dr. Tontz taught in the public school system for 35 years and has served as an adjunct professor for OSU, research/evaluation specialist for the Oklahoma Department of Vocational and Technical Education (CareerTech), the assistant superintendent of the Skills Centers School System and as an education consultant for the Oklahoma Department of Rehabilitation Services.    David Swank


Chief Executive Officer, Central Rural Electric Cooperative

Mr. Swank is a graduate of William Woods University (B.S., Business Management). Mr. Swank has worked in the utility industry for over 20 years with experience in advanced distribution automation, project management, business planning, engineering and strategic planning.  While serving as operations manager Mr. Swank lead a full scale deployment of distribution automation (SCADA, Load Management, Outage Management, Mapping) project that was recognized by PennWell Publishing at the DistribuTECH international conference as the project of the year among electric, water and gas utilities.  Mr. Swank has received advanced training in multiple areas from the National Rural Electric Cooperative Association including: Engineering Economics for Key Accounts, Advanced Key Accounts Management, Strategic Marketing/Planning for Management, Policy Making, Situational Management, Competitive Strategies, Human Resource Management, Customer Communication and Management Planning. Before becoming the CEO of CREC in 2005, Mr. Swank was the CEO at Grundy Electric Cooperative in Trenton, MO, and also served as President for a technology firm in Kansas City, MO.

   Dan Galloway

Mr. Galloway is a graduate of Western Illinois University (B.S., Geography and Economics) and Southern Illinois University (M.S., Urban Planning). Mr. Galloway has 25 years of City Management experience in Oklahoma with previous service in Owasso, Clinton and Bethany. He also has 10 years of experience in Federal, State and Regional government administration. His regional planning experience focused on water supply, flooding, storm water and waste water planning. He has served as the City Manager of Stillwater, Okla. since 2005.
   Chuck Hopkins

Mr. Hopkins is a graduate of Conners State College (A.S., 1954), Electronic Technician School (USAF Lowry AFB, 1955) and Oklahoma State University (B.S., Agriculture Education, 1960; M.S.   • Provides overall leadership and management of a 650 person customer service oriented organization that develops, manages, maintains and operates OSU Stillwater’s facilities and infrastructure to provide an environment that enables the University to achieve its education, research and housing objectives.
  • Responsibilities include cost effective operation and maintenance of the University’s 250 buildings totaling 10.1 million square feet of classroom, office, research, lodging, conference and sports complex space.
  • Also responsible for providing utility services to the University including O&M of a co-generation power plant, chilled water/boiler plant and an 8MGD water treatment plant and all associated distribution systems.
  • Additional responsibilities include providing architectural and engineering services, along with construction management support, for over $55M in annual construction and renovation projects on the Stillwater campus, two OSU branch campuses located in Tulsa, OK and Oklahoma City, OK and at four other A&M Colleges located throughout the state.  


Specific Accomplishments:

  • Implemented a behavior based energy conservation program in 2007 that to date has saved over $15.6 million in energy costs, and reduced carbon emissions by 137,000 metric tons.
  • Currently constructing OSU’s first LEED certified (silver) facility in Ardmore, OK
  • Completed Campus Carbon Footprint calculations in house, saving over $35K in contractor costs.
  • Renovated and re-opened OSU's water treatment plant, well ahead of the Department of Environmental Quality's permitting process. Bringing the plant on line saved over $500K in FY11 and is expected to save $4M over the next five years.
  • Authored application for, and was selected to receive, $2.5M in American Recovery and       Reinvestment Act (ARRA) funding to conduct an Energy Savings Performance Contract.       Funding was used to make energy efficient capital improvements across campus. OSU was one of only 16 organizations in the state of Oklahoma selected to receive funds.
  • Conducted a campus wide Facilities Condition Assessment for all General University buildings and a Pavements Condition Assessment of all primary and secondary roads and parking lots to assess the current condition of these resources in order to develop a plan to address deferred maintenance in these areas.

  • Managed a 21 person engineering/construction organization to provide support for over 4 million square feet of office, lodging, conference, sports complex and training facility space.
  • Provided executive level engineering and management control for the design and construction of over $65M in annual construction projects using traditional contracting methods (design/build, design/bid/build, CM at risk).
  • Was also responsible for community planning for the base and for ensuring architectural compatibility of base development projects.
  • Was responsible for management and preparation of budget projections, technical data, design, specifications, and evaluation of facility and infrastructure construction and renovation projects.
