David Swank
Chief Executive Officer, Central Rural Electric Cooperative
Mr. Swank is a graduate of William Woods University (B.S., Business Management). Mr. Swank has worked in the utility industry for over 20 years with experience in advanced distribution automation, project management, business planning, engineering and strategic planning. While serving as engineering and operations manager, Mr. Swank lead a full scale deployment of a distribution automation (SCADA, Load Management, Outage Management, Mapping) project that was recognized by PennWell Publishing at the DistribuTECH international conference as the Project of the Year among electric, water and gas utilities. He has received advanced training in multiple areas from the National Rural Electric Cooperative Association including: Engineering Economics for Key Accounts, Advanced Key Accounts Management, Strategic Marketing/Planning for Management, Policy Making, Situational Management, Competitive Strategies, Human Resource Management, Customer Communication and Management Planning. Before becoming the CEO of CREC in 2005, Mr. Swank was the CEO at Grundy Electric Cooperative in Trenton, MO, and also served as President for a technology firm in Kansas City, MO. |

Rick Krysiak, P.E.
Director of Physical Plant Services, Oklahoma State University
Mr. Krysiak is a graduate of Oklahoma State University (B.S., Industrial Engineering and Management, 1988), Troy University (MPA, Public Administration, 1994) and Air Force Institution of Technology (M.S. Engineering and Environmental Management, 1995). Mr. Krysiak has more than 23 years experience in facilities and infrastructure operations and maintenance, including the development, budgeting, coordinator and execution of O& M programs, construction projects and management of utility systems. He also has expertise in the development of long and short range strategic plans, programs and requirements.

Phil Dean, P.E.
Manager/Power Engineering, C.H. Guernsey & Co.
Mr. Dean is a graduate of Oklahoma State University (B.S.,
Electrical Engineering, 1974). Before joining C.H. Guernsey & Co. in
2005, Mr. Dean was an adjunct professor for engineering technologies at
Oklahoma State University and also a manager for power systems
engineering and safety for Oklahoma Gas & Electric Company for 30
years. He is currently responsible for the design of electrical
facilities for overhead and underground distribution and transmission
lines, substation facilities and other specialized projects. He does
project management, including the preparation of detailed construction
drawings for transmission and distribution substation projects,
coordination of utility requirements and interconnection agreements, and
preparation of specifications and the evaluation of bids and purchases.
Mr. Dean is also an on-site inspector and responsible for the on-site
inspection during construction of electrical power substations designed
by C.H. Guernsey & Co.

Ryan Miller
Finance and Planning Director, Central Rural Electric Cooperative
Mr. Miller is a graduate of Oklahoma State
University (B.S. Agricultural Economics, minor in finance, 1995). In
addition to serving as the project manager for Smart Energy Source, Mr.
Miller is responsible for preparing business models, reporting and
anlaysis related to subsidiaries for CREC. He also assists in the
preparation of all Engineering and Operations studies. Prior to joining
CREC in April 2011, Mr. Miller served 13 years in the banking industry.
Previously, he was the Vice President of Commercial Lending at
SpiritBank in Stillwater, Okla., where he managed a $20M commercial loan
portfolio and performed work-out loans to reduce risk exposure and
losses for the bank. He was also responsible for developing new commercial business loans and deposits. |

Jeff Pollard, P.E.
Vice President of Technology, Central Rural Electric Cooperative
Mr. Pollard is a graduate of Oklahoma State University (B.S. Electrical Engineering Technology, 2001). Before being promoted to the vice president of technology at CREC in 2011, Mr. Pollard served as the control systems engineer and engineering supervisor for seven years. Mr. Pollard has expertise in the field of distribution automation with focuses on GIS, dispatching, systems integrations, advanced metering infrastructure, Supervisory Control and Data Acquisition. Mr. Pollard provides power engineering knowledge for CREC and conducts power quality tests throughout CREC's system. He also assists with key account management.

Dan Blankenship
Utilities Authority Director, City of Stillwater
Mr. Blankenship is a graduate of Colorado State University (B.S., Civil Engineering) and is a registered professional engineer in the states of Colorado and California. As the Stillwater Utilities Authority director, Mr. Blankenship has administrative oversight responsibilities for the electric department, water utilities department, waste management and fleet department, environmental programs division and customer service division. In addition to his regular duties, for the past two years, Dan has served and continues to serve as the department head for the electric department. In addition to his current position, he has served as director of public works and development services and deputy city manager for the City. Dan is the current President of the Municipal Electric Systems of Oklahoma, Chairman of the Oklahoma Municipal Utility Service Authority and a member of the Oklahoma Municipal Utility Providers and the City Manager’s Association of Oklahoma. Prior to moving to Stillwater, Dan worked 11 years for municipalities in California and Colorado, and he also worked four years for a private engineering firm in Denver.
